The Consorcio de Gestión del Puerto de Quequén, a public non-State entity that links the interests of the province, the municipality, port workers, and the concerned private sectors. The Consortium started its activities on March 1st, 1994, as a consequence of improvements to the state administration that were carried by the legislative authority by mid-1992. This was when the decentralized entities to operate the ports were created. The functions and objectives of the entity are to administrate and operate the Port of Quequén, granting the concessions, locations, permits or anti-crisis royalties, according to the respective legal regime, for the commercial, industrial or recreational exploitation of the port terminals or docks, either existing or to be built within its scope of action.

The Port of Rosario was transferred to the Province of Santa Fe within the framework of the port regulation that started on the 90’s, expressed particularly through the Law 24.093. Prior to that, it was part of the state-owned ports network that were administrated by the National Government through the General Administration of Ports – a state organization that was in charge of the commercial exploitation of the national ports. The Province delegated the port administration to a non-state public entity, the ENTE ADMINISTRADOR PUERTO ROSARIO (EN.A.P.RO), which function is to administrate and operate the port, keeping its commercial destination, the specific port activity and its public use. It is a genuine example of autonomous port, including the representation of all the sectors involved in the port operation and those that represent the economic and productive interest of the region in its Board of Directors.
